The Energy Certificate (Certificado Energético) is an official document that assesses a property’s energy efficiency on a scale from A+ (highly efficient) to F (low efficiency).
It is issued by qualified experts accredited by ADENE (Agência para a Energia), Portugal’s national energy agency.
Legal Requirement
The certificate is mandatory by law to:
advertise a property for sale or rent,
complete the final deed (Escritura), and
sign a rental agreement.
Consumer Information
Provides an estimate of energy and water consumption and includes recommendations to improve efficiency and reduce utility costs (such as insulation upgrades or double-glazed windows).
Financial and Tax Advantages
Properties rated A or A+ may benefit from IMI reductions or access to preferential mortgage conditions, often referred to as Green Mortgages.
The certificate must be issued by a Qualified Energy Expert (Perito Qualificado).
The professional:
visits the property,
collects measurements and technical data,
performs energy calculations,
and issues the digital certificate through the national certification system (SCE — Sistema de Certificação Energética).

Costs usually include two components:
ADENE Registration Fee (Fixed)
Approximately €28 to €65 for residential properties, depending on typology (from T0 to T6+), plus VAT.
Expert’s Professional Fee (Variable)
Typically between €100 and €250, depending on property size, complexity, and location.
Residential properties: 10 years
Commercial or service buildings: generally 10 years (or 8 years in specific cases involving large technical systems)
Advertising a property without displaying its energy rating may result in administrative fines ranging from approximately €250 to €3,740 for private owners.
